34 is the standard length
For Uniqlo maybe, otherwise 32 is normal.
Regular = 32" Inseam
Long = 34" Inseam
I think uniqlo sell only 34" leg now, but they do free alterations on online orders instore if you bring your tax invoice
Only if the item is priced at $30 or over on the invoice, as I once experienced. Their system spreads a general discount across all items, rather than after the total is calculated, putting the two pairs I was looking to have altered at something like $29.90.
Had to call in a manager, and then eventually they did the alteration for free, but it was a shitty move considering the marked price was over $30. It won't affect this deal, but buyer beware if the price drops further.

what's with its size chart?
e.g. size 33: WAIST (BODY SIZE) 84cm then WAIST (RELAXED) 91.5cm. what's WAIST (RELAXED). My waist is 84cm should I go with the 33?
Would generally suggest you go in try them on, I found Uniqlo's sizes a bit different to what I expect.
Since it's a one day sale, you can order it online then come in to store to exchange / return if you want.
Make sure you don't pay with PayPal though, they can't do returns on those.
