The wording is a little bit bad but it clearly means the keys they sell are region-restricted and will not activate in those 3 countries.
EDIT: To be clear, it is only Left 4 Dead 2 that is region-restricted for Australia, the first one is fine. However the prices they're charging aren't worth it - both games have been much cheaper. Not sure if it is genuinely region restricted anyway - I got an American key for L4D2 back in 2012 and activated it fine. Might have changed since then though.
Left 4 dead was banned in Australia for some time, where Steam released a watered-down version of the game to accommodate that.
My kids have it on xbox and regularly have destroyed the disk. Bought a few replacements over the time. It has never made it to the cheap and nasty prices ($8 xbox 360 games) always $25 plus. So a set for $10 is pretty good.
Buying them as singles ISNT restricted in Australia the way it reads.

I think you can now download a free DLC on Steam that restores the original 'gore' of the game. So I don't get why other sources would be restricting it still.
