I own a normal accusharp, and a cheap chef's knife that I use in the kitchen at work, it's never as good as a stone obviously but it'll put a sharp enough edge on. I recommend a hone also though.
I'd only ever use those accusharp and similar things on cheap stuff.
@Scab: yep. But most fishing/fillet knives are cheap shit anyway.
