What is the commitment from tenant, if he stayed over 2 years in a rental apartment? Does he have to leave the house spick and span, or minor wear and tear (discolouration of carpet) accepted?

Cleaning should be apart of the agreement when vacating. You can check it in your contract. As for wear & tear, That should be decided by how long the tenants have lived on the property.
So long as tenants have the carpets steam-cleaned, it seems reasonable enough. There is nothing tenants can do about minor wear and tear, this is expected to happen over time.
They have the obligation to steam clean the carpet. If there are stains on the carpet, it is generally considered wear and tear, but the real estate agent can argue on your behalf and claim a small amount from the bond for further, specialist cleaning.

Wear and tear is a tricky issue. It depends entirely on the owner and agent. Some will accept minor damage like the one to carpet you describe without complaint while other agents will demand compensation or try to keep your bond.
In addition to having the carpets steam cleaned you will usually have to clean the place to a 'move out' standard.
Cleaners are familiar with a 'move-out clean' and most know the standards expected.
Most agents have cleaning companies and/or individual cleaners they work with. If you want to be sure you meet the agent's standards, you can ask them which cleaners they know and use to perform the move-out clean.
While you don't need to do this, it can make things go a bit more smoothly and less likely to receive complaints from the agent.
I think it could help your case if you used their approved cleaners.
Thanks, Carpet is pretty cleaned, but some minor stains are there.. I will get the steam cleaned.. However, Walls have some minor scratch? Door paint chips coming off… Are we supposed to paint the wall and doors?

while it's hard to predict how your agent will react, the damage described sounds very minor.
I would not bother to paint it.
In your situation I would just get a really good clean done and then wait and see if the agent wants anything fixed.
A lot also depends on how nice the owner is, so if you've met them you may have an idea.

For an agent to keep any part of the bond, they must take you to the tribunal. If any suggestion that they want compensation do not agree then and there, force them to a review.
As mentioned above, there is a mix of agents where some are more relaxed than others to what is considered wear and tear. More often then not a tribunal will rule in favour of the tenant in the event there is a claim for negligent(malicious) damage. The agent has to pretty much prove “you” had intentionally damaged/scratched the walls or stained the carpets etc. I have been on both sides of this fight (land lord and tenant) / in both cases the tenant one (lost as land lord for damage to carpets and garden) and won as tenant for minor wall scuffs from the moving - where the agent wouldn’t accept touch ups but rather a full repaint (it back fired as we were happy to just do the touch ups).
In your case with the carpet, this may be a difference of opinion, however we were told in our case that 5 years in an acceptable life span, so unless it is new carpet - ala - they just installed prior to you moving out, any wear or marks will be considered as wear and tear,
So you should be fine as long as you give it a professional clean.
