got mine like 2 days before it was meant to give out, if you havnt got yours, you should just email paypal and ask them if you were actually qualified
Yeh i got mine a few days before the deadline. I couldn't get the PIN method to work that day and rang paypal immediately to let them know. They couldn't guarantee I would get my money back but looks like I was fortunate.
Still waiting on mine. Been calling them (1-800-073-263) and they expect it to be in next week.
I'm also waiting for mine, but mine wasn't a straightforward situation. I couldn't purchase an item on mobile, so I actually called paypal about two hours after the actual happy hour was over, and they then told me to purchase something and they said they would put a note on the transaction ID to say it is eligible/qualified for the promotion.
I called them some time last week to chase them up about it, and they said they would follow up on it, but I just checked (almost forgot about it, thanks for posting this) but it seems they still haven't got around to it. I will call them again to see the progress.
I received mine no problems. Hope you can sort out the issues with your refund.

I haven't received mine yet - called up Paypal and they said their mkting dept would look into it and if I qualified (which i did), they will refund in the next week or so… fingers crossed!
I sent a complaint last night via email - got the following response:
"Our records show that you are eligible for the promotion and will be getting the cashback on or before 15 November 2010."
Then this morning, I check my email and Paypal have sent me money! They were a couple of dollars out but I'm gonna take what I can and run!
After a couple of phone calls last week my cash back came through this morning.
The problem was the auction (PS3 Jailbreak) was removed after buying it.My money was also waiting in my account this morning
(Only talked to an eBay rep in mid-October.)I just received this email and my $50 refund.

We confirm you are eligible for a cash back. After further investigation, we discovered that your cash back was not processed on 15th October because of a technical oversight on our behalf. after 3 emails, i received ONE DOLLAR today
so I send another email and i got a reply that said I was eligible for $50. and they will rectum-fy it as soon as possible.
Got mine today too, after 2 emails and nearly 20 days after they said it would take 24-72 hours. The note said…

Yeah I got mine ages ago. I bought it from my iPhone with the PIN method.
If you haven't gotten yours and you were eligible you should contact them.
