Think twice before using PayPal for Buyer protection on services/intangible goods. Had a dispute denied on a redirection service that I paid for, delivery wasn't attempted at all on redirection and it was sent back to the sender as the courier didn't scan the new label for redirection. However sending it back to the original sender was treated as an 'attempt of service' for the redirection and hence that's why it was denied.
The argument was that the 'service was rendered (although it may have been unsatisfactory), therefore it's not covered under PayPal'.
I had to clarify in what scenarios one would be covered depending on situation e.g. if you were to hire a cleaner and paid via PayPal.

- Cleaner turned up and did nothing - Not covered
Can confirm. In fact, Paypal takes the word of the courier business and whatever's in their "logbook system" (in other words they can lie).
