eBay.com Coupon Code Not Working

Hi eBay.com (not AU) is currently doing special pricing on selected items with coupon code PCOLUMBUS2017, https://www.ebay.com/rpp/4842?_trkparms=%26clkid%3D806449750….

However as I suspected, I could not apply the code in the checkout even using forwarding address in USA.

Is this something to do with my eBay account as in AU site? Is there a workaround?

You need an american paypal (with american address) and american ebay account to take advantage of their sales.
