I suggest you check out the range of Amazon Fire tablets - beat bang for your buck I reckon:
Lenovo Tab4 Plus are pretty decently specced and priced, but you wont beat the Kindle Fire on Price:Performance

It has a better screen and claims to be two times faster than the previous model. It is much more expensive however, depends what your budget is.

Personally I wouldn't get a tablet from a no-name brand as they are often pretty terrible with screens and the like. Also its best to get one with at least 2GB of RAM, or you're likely to get noticeable lag when running more than one application at a time. With these in mind you're looking at around $100 to $150 (e.g. https://www.bhphotovideo.com/c/product/1249840-REG/asus_z380…)
Btw you can avoid paying tax on an item if you get it shipped from out-of-state e.g. if your friend is in California, getting an item shipped from a store in New York will avoid the 9% sales tax. If you find a tablet you like, try to see if an out-of-state store has it too and get it from there (I picked https://www.bhphotovideo.com/ because they have good service, free shipping and are based solely in NY - Amazon is also good but they have warehouses in many states so its difficult to avoid sales tax).
I looked at the Fire but what's the consensus on their OS?
I'm kind of worried about it not being standard Android because I'm sure he'll be asking for help & I've never seen the Fire.
He can ask Amazon when/if he needs help - that's the good thing - you're buying into the ecosystem, not just the device.
I remember now why I didn't like the Fire— it's Amazon's stranglehold/ad-serving.
It seems that decent tablets are really expensive for what they do/are. I recall netbooks at the $200 price-point.
I'm also hoping for it to have OTG, if possible. It looks like the Asus don't have that?

I may end up just shipping him my Asus Memopad HD. I only used it a few times before getting something a bit larger, but it'll do until I find a better contender.
