Android doesn't tell you the full permission list at install time.
To get the full list, go to the bottom of the page on Google Play, and click on "permissions - view details". For this app, it says

Nor does Android's "permission manager app" tell you all permissions - have a look at the firefox web browser, if you have it installed - according to the permissions manager, it doesn't use internet at all.
As my engineering teacher would say.. "No, a ruler is someone who governs a country…"
I know "ruler" is the accepted norm these days, but PTSD from said teacher still triggers me when I see "ruler".
Interesting, your teacher had a rule about using the word "ruler". So were you ever allowed to rule lines, and if so, did the lines obediently obey you?

What do you call it if not ruler? Yardstick? Measurement stick? In school I only ever heard it referred to as a ruler.
In engineering, a measuring stick is called a "rule" not a ruler. So my engineering teacher would always correct any person who used the word "ruler".
