the engrish description makes you think it's a light, but it's just a piece of sticky reflective foil you stick on your rims.
I guess for bikes using disc brake would be OK
re:brakes depend on what type of brake your bike are using.
if you are using disc brake (the one shown in the image). all good.
But if you are using "v brake", then you might have a problem.
Put it below the brake track. Unless you've got super shallow rims, there should be enough space.

You might want to check to see if this is strictly legal to use in your state.
From what I understand, all the colours other than yellow might be illegal to use in this application.
I've looked up the legislation in NSW and there is no prohibition on bicycles (only registered motor vehicles under the Road Transport (Vehicle Registration) Act). The same in Victoria, too.

On each sheet, there are 8 strips, ~21cm each, so ~170cm in total.
29" wheel rim is about 195cm long - these are one of the biggest MTB wheels.
You may want to stick them on both sides of two wheels, so 4 sheets in total might do in most cases.
Is it a reflector or a light?
Also, putting it on the rim would it not interfere with the brakes?
