I put a CPU+GPU custom loop in a bitfenix prodigy - which is about 35L… If you can do the same in a smaller case, then you've got talent and small hands.. lol
All depends on your budget, if u can spend the money on Ti's I think custom water cooling loop is within ur budget as well. That being said, if your not one to mess around with your computer too much and just want something that works, go with air. I'd recommend putting a water block on a cooler instead of those All In One cooler solutions, would recommend checking out ekwb's custom water cooling part selector, a very easy to use part selector.
if u can spend the money on Ti's I think custom water cooling loop is within ur budget as well.

Custom loops are much nicer.. But they can be goddamn expensive.
maybe about 500-700 more expensive, such is small when spending $1200~ and $400 on CPU+GPU let alone some expensive cases and an expensive power supply.

I don't think there's enough difference between 2 and 3 fan air cooled designs to warrant paying for 3 fan cooled models. Strix usually has a Strix tax added to it for newbs who think something being called Strix is worth something.
I've only owned 3 GTX 10* EVGA models and none of them overclocked as high as the two Gigabyte's I've used for what that's worth.
All interesting views I am able to afford any of these cards because of codes and credits thru ebay all decent prices but it seems each one has something going for it that the others don't
Air
Pros: Simple, Takes less space, Cheaper
Cons: More noise, Can heat the case internals, Can throttle more
Water
Pros: Quieter, Can overclock higher/maintain clocks better, Can look cool in a large display case
Cons: Quite huge, More Expensive, Water-Electrical hazard, More complex
If you want something for the workbench, where you prioritise silence or performance or RGB-effects, then a Full-Sized ATX build (>20L) would make more sense.
If you want something for your desktop/TV, then a portable (<15L) build would make more sense, which would require Air-blower GPUs.
