Simply switch your region to Russia, buy using fee-free card, then switch back :)

When changing regions you will lose any credit on your account. So if you have credit, you can create another account

Is that done on the switch or website?
Can any account on the switch do this or does it have to be main account?

I changed region but visa and paypal are rejected

Even worse when I chrome translate page to english it changes from 699rub to 18euros which is around $27 aud

Tried on another account and not working

  yea doesn't work for me either.
  showing the same code when trying to link paypal, also doesn't work using 28 degree visa card
