Nope, VGA is a 15 pin connector.
It is a 9-pin port
Before DE-15 there was DE-9 for those old enough to remember.
Sorry didn't have a close look at the jaycar's link but as greenpossum pointed out there is 9 pin vga port
Its not a VGA port, not enough pins.

There are 9 pin to 15 pin converters, but I haven't seen them in a store for a while.
Something like this from ebay might work though.

Looks like some kind of serial connector.
You'll have to provide more photos and say what the unit actually is ( make model etc)

The digital out looks like FireWire 400, do you have a computer with a FireWire/IEEE 1394 port and HDMI out? You'd probably need the software that came with it though.

Your vga is what is says rgb in the pic, it's 9 pin vga it's an older type of vga thus be careful on buying the correct number of pins.
Do you know which output is best to connect to HDMI input? It is a 10-year old video processor.
It's probably analog rgb, 15kHz?
You'll have to get some sort of upscaler. Plenty of junk ones on eBay. People use them for older gear, arcade game pcbs have the same output.
Surprised this is the best option though, even in a 10 year old device.

The manual says it has the following video signal outputs: VBS (composite video), Y/C, RGB, DV IEEE1394,
Hence the VIDEO OUT jack in the photo is a common standard definition RCA composite video connection (yellow) as per the manual
Hence you need an AV to HDMI signal converter such as this one at Jaycar: https://www.jaycar.com.au/composite-av-to-hdmi-converter/p/A…

With these signal converters make sure you get AV to HDMI (AV2HDMI) and not the other way round or it wont work!

The suggestion by Amayzingone would work if you plugged this https://www.jaycar.com.au/rca-plug-to-bnc-plug-cable-1-5m/p/… into the video out port and then the to the yellow CBVS input of the suggested converter. Or you could use something like this plugged into the Y/C port https://www.jaycar.com.au/s-video-to-rca-female-adaptor/p/PA… and this lead https://www.jaycar.com.au/rca-plug-to-rca-plug-hq-video-lead… connected to the yellow CBVS input.
The OP has a couple of options and using the Video Out port or the Y/C port are probably the easiest to find connector options locally. The digital out port and the RGB port could be used but would probably need to search OS in the USA.
