Been out of the photography scene for a while but I recall that there is cheap hoya and real good hoya depending on country of origin. Is this still true?
Many different levels of Hoya from cheap made in the Phillipines ones to expensive Japanese ones. It's all about the coatings these days.
While I strongly advocate a decent polarising filter being part of your kit, I think in general UV filters are a waste of money for most lenses.
Unless you know you're going to be using your lens somewhere where it's likely to be getting splashed/dirty, your lens works best without any extra glass in front of it. Keep your lens hood on to protect the front element (and reduce flare) instead.

What do you mean? It says Japan on the side of the filters, so wouldn't that indicate Japan? Unless you are implying that they may be counterfeit? The box or any documentation should indicate as to where they were made.
Buy Kenko filters. They are cheaper and made in the same factory.
However as per below comment, they advise imported by CR Kennedy who also import products for dcxpert (eBay) as that was on my invoice for a lens I purchased last week. So I would say they are genuine Hoya.

Dear Major Mess, if it says Japan then it's made in Japan. These product has been supplied by the official importer of Hoya products in Australia by CR Kennedy and we only buy from them. We don't make them and neither have counterfeit product on our website.

just received the items today. Buyers beware, it does not show country of manufacture anywhere on the packaging or on the filter. However, both are showing as "Made by Kenko Tokina". So I hazard a guess that they are unlikely to be made in Japan.
Watch out for kenko filters that made in phlippines. I have heared the products have very low optical quality.

You can buy a Hoya UV filter for $3 at Harvey norman online. The Hoya pro 1 digital multicoated filters are also available from $30 for 55mm.
UV =/= Circular polarising
The Hoya Pro 1 digital is a CPL. Learn your filters my friend :)
Hoobi, maybe take your own advice - 'Hoya Pro 1 Digital' is a series of different filters including UV - they're not just CPOL - e.g.
Also, HN's price is for a single filter, not a CPOL + UV as in the deal posted here - more expensive to buy the two filters at HN than the deal here. Also, this deal is for 58mm, not 55mm. Also, this deal appears to be for the better quality Japanese ones, not the crappy $3 Philippine made UV(C) one you've linked to. Maybe revoke your neg since you're wrong.
Also, your $3 55mm filter isn't available anywhere QLD, NSW, ACT, TAS, or SA (stopped checking after those ones), so the vast majority of the population would need to spend another $10 on shipping to get it.

@Hoobi: Huh? You're comparing paying $50 for the 58mm PRO1 CPOL filter (Harvey Norman) to paying $49 for a Hoya 58mm UV filter AND a Hoya 58mm CPOL filter (this deal) - you don't seem to know the basics of less than/greater than!
The measured difference in performance between Hoya's CIR-PL and PRO1 CPOL filters is nothing anyone's going to notice in use, while Hoya's HMC UV-0 filters actually perform very well and are the UV filters I keep for when I do need to protect the front element of my lenses. I sold off my Hoya CPOL filters years ago - I use B&W CPOLs which are a step up again from Hoya's offerings in most regards.
So waffle on all you want about what you think you know and I don't, and your conspiracy theories about my relationship to the OP (there is none), but it seems like you're the sort of person who just buys into all the marketing wank without having any real experience at all.
