Well official rules link goes to blank page … it doesn't say it's NOT international … and it's listed on another comping site as an international giveaway.

note: their site terms (not comp) state "We ship to 48 states in the U.S. via FedEx for free. If you’re shipping to Alaska or Hawaii, you will be charged the FedEx posted rate" so if this is an international comp I would imagine shipping charges (if they allow it) would be pretty steep.
