It's for a business application, so 'build it yourself' isn't really applicable here. I was just surprised at how expensive systems from Harvey Norman and Dell are. Hard to get anything with a screen for much under $900, which is absurdly expensive. An entry level Pentium is fine, it's just for word processing.

If its just for word processing then why not an ex-lease/business system from eBay for ~$150? Or does it have to be new?
I'm not paying, I'm advising my boss who is buying it for our office. I just thought I'd save him a bit of money if possible as opposed to buying something from harvey norman. He asked me were a good place to get a desktop system for a reasonable price would be.
You're paying through the nose for no reason if you're buying a new build for word processing… get an old Optiplex or something that is dirt cheap and more than sufficient.

Bit of luck will would get a refurbished AMD quad core laptop from "redpc" on eBay for upwards of $325 including delivery.
assuming you want it from brick & mortar store… not just private gumtree or ebay
