I suggest buying a balance bike as a first bike as it teaches the most important skill. Alternatively you could turn this into a balance bike by removing the training wheels and pedals.

Feet! Many kids at this age struggle to grasp the concept of peddling backwards to stop.
Just get a balance bike, they are significantly lighter and you can get them from K-Mart / Big w etc these days. No longer limited to $150 timber hipster junk.
Perfect replacement for my $3000 carbon bike I use to commute.
