Not a duplicate but related to Speeding Fine - Licence Suspension for 1 Month - Submitting A Review (VIC)

Read from the other forum that many received this fine - at least there is an option submit a complaint regarding this particular camera/speed zone/lack of warnings.
Having not traveled that particular stretch in a while, I won't comment on the visibility, but I have a few thoughts;
Ring Road definitely has the overhead variable speed signs as well as additional permanent signs at various points that advise of issues ahead.
She was doing 77km/h - was this just because she had previously seen an 80 sign, or did she realise that it was a reduced speed and felt that 40km/h was ridiculous (I admit, depending on the protection to the workeds (ie. if there's cement bollards and space between them, I'd get impatient doing 40km/h, but I'd still do it).
Even if it wasn't well signposted, is this still a case of complacency? If I see a temporary sign (LED, etc) I make an effort to see it and follow what it says.
