My understanding is your rates go up for 2 reasons:
1) expected expenses for the council are higher, so they basically charge everyone more
2) the value of your property has increased faster than others in the council, resulting in you being liable for a larger share of the expenses of the council. If everyone increases by the same percentage (10% for arguments sake) then everyone continues to pay the same proportion as before.
Congratulations, your property is now valued at $1m , an increase worth of $250k in just 1 year.
Now, just find another person to buy your property and go buy another one off other's hand as an "UPGRADE" for more capital gains.

I hear the Fire Service Levy is now in the hands of Council Rates. Rather than Building Insurance to carry those costs.
We got a note with our rates that they have delayed this.

Yeah, I heard they cancelled this because of all the upset rich/commercial owners.
Maybe your council executives needed an above inflation pay rise in the order of ~8%. With salary's in the range of $200k-$400k thats a lot of extra money to be found.
As with most things in this "great" country, it is a rort.
Your unimproved land value has gone up, most rates are driven off this value

Your council needs more money to piss up against a wall on stupid items that are not their responsibility, such as building monuments to victims of heroin overdoses.
Personally $2100 to $2550 and next years budget we'll be budgeting for $3k
This is our shire -aka whoop whoop 2 hours from sydney loved the highest increases in the state (nsw)
Councils in the past were rate capped now they just seem to charge what they want.
Same as mine. Except ours was 1900 last year now 2600. Capital value on the rates up nearly 160,000 in a year! Nice on paper but not the best for the wallet.
As far as i am aware the council sets the rate they need for infrastructure etc and the valuar general sets the amount.
