Not a budget setup, but I bought a Scala Rider G4 Powerset in 2011 for US$350 (includes two sets - from an US seller because it was cheaper). I have been using it daily since I bought it, still do. It is mainly used for music (radio) and occasionally to receive phone calls and get GPS instructions (TomTom). I also use the intercom on longer trips with a pillion. It is not perfect (has some glitches) but it does the job and is easy to operate while riding. I assume the newer models are cheaper, better and have more features. They are more expensive than the Aldi ones.
I used a hard-wired version before I bought the G4. Being cabled up is annoying (especially when you forget to disconnect), but the quality was better.
I don't use a helmet cam, instead I bought a CB030A Bike DVR (2-Channel Drive Recorder) in 2013 for US$245 (incl. shipping). It is hard wired and has a front and back camera. So never a problem with empty batteries, a common problem for helmet cams. It starts recording when you switch the bike on. It has GPS and the app which comes with it shows your route (location, time, and speed) on Google Maps. The record resolution is not high, but it does the job. They were hard to find and I ended up contacting a seller in Taiwan directly. Perhaps not budget enough for you, but it has a lot of advantages over a helmet cam.
This looks similar to my Bike DVR, but is more budget. There are a few other ones on ebay.
I used to have the Aldi bluetooth intercom (approx $50) and that worked fine.
If the cam and headset don't need to be a linked unit, I'd say look at the SJ4000/6000/8000 action cams, can find some pretty cheap ones. I use the SJ4000 @ 1080p 30fps and it works a treat.
Can someone in Melbourne tell me if it's legal to stick any action cam onto motobike helmet? Atm I'm thinking about putting together a raspberry pi zero and the new pi camera into my modular helmet but I don't know if it would work yet.

Still grey area and heavily depends on cop mood.
