AmEx and MasterCard new award Points as of 1/7/17?

I have an Amex and Mastercard Commbank platinum award cards.

I have been using Amex for everything and I received a letter recently that states points are not given for a lot of stores? I misplaced the letter, so not sure what shops to use Amex to get points? I know it mentions department stores is that all? So all other shops I won't get points with Amex? So should I change my PayPal Amex credit card to Mastercard? Can I use Amex for water bill etc and get points? Does anyone has a list of places where i can use amex?
