I don't know why they are so strict. But I'm looking for a plan to keep for a year or so. Also wouldn't mind some advice on a sim card that I can use across Europe for 1 month.

There are no more roaming fees within the EU, so this won't be an issue any more. Just use whatever sim you end up with.
You might even consider getting a plan from a different country than UK, although this might come with some caveats (language barriers, harder to top up, foreign number, might cancel your card if you don't live in the country).
Austria is generally one of the cheapest countries for mobile phone plans.
I think the best would be 3 mobile. Maybe not the best reception in remote areas (o2 or vodafone better)
But fine in city and only company with real unlimited internet
I can't comment on the year in UK. But while I went around Europe last year I used tesco mobile and bought data packs. No roaming charges and pretty much everywhere I went was "roam like you're at home." looks like this year they have increased the number of countries that this is valid in too.
