I was wondering if there is a way to test if an Ebay code works with a particular item or seller without proceeding to checkout or committing to buy? I don't want to be stuck buying something if I can't use a code.

Yes you can. Do not click buy it now button.
Click add to cart. And go to checkout. Scroll down you will see add vouchers and click apply.
For some items you can just add them to your cart without committing to buy, but you'd still need to check out to be able to check the voucher.
If you add it to your cart you can then view basket and apply the code.
How does one test a discount code for an auction item?
Try it on the same product but a different listing or a product in the category that it's listed in.

Yeah you can proceed to checkout and apply the code there. Payment doesn't go through until you've confirmed it.
