Personally i dont understand why people say Ebay is worried about Amazon "coming" to Australia. Both charge about 10% sales commission, so for sellers they both get a bad deal.
Ebay and Amazon have been co existing in USA for a long time, and i doubt anything is really different there compared to us, well except for the Australia tax but thats neithers fault.
Ebay lose money at 15% off. They have achieved what they want to.
Going to 20% off will just cost them more money immediately and then people will never expect less again.

It is not like a retailer dropping 20% on an item with 100% profit margin. Ebay makes 10% max (IIRC) from each sale (plus maybe 3% Paypal though it is a separate entity). Every sale is losing money at 15% off and at double rates at 20%.
This is not true. Ebay doesn't cover the entire 15%, the seller covers at least half of it. That's why stores jack their prices up… Ebay still make money on every sale.

IF I list an item and you buy it at 15% off then Ebay will charge me my 10% fees, plus paypal. They will not charge me an additional fee just because there is a sitewide 15% sale on.
