Open a Citibank Plus account and give the relative your card and they can withdraw it from an ATM fee-free at and interbank exchange rates. Only put money into the account just before they withdraw to avoid chance of fraud and only the amount they need to withdraw since you probably won't have bank protections since you've given the card to someone who's not you.
Alternatively, do this with an ING Direct account for $2.50 per withdrawal.
That's a really good idea.
Until they get caught by the bank using a card not in their name. Sometimes ATM malfunctions and eats the card, then they are in a lot of trouble.

Open an account in your home country and transfer from there.
