Does anyone know when the penalty rates are removed with flat rate base increase only effects employers with new contract? So old staff rates applies to old staff so it can't be changed right?

Still disgraceful though.

After I got corrected in another thread, I looked into how this all came about. The Fairwork commissioners who made this decision were largely appointed by Labor, and are people like partners of major law firms who are used to taking home million dollar pay packets.
If they have any experience of making ends meet on a low income it was for a short period many decades ago.
The Liberal appointees are often even worse.
Without knowing the individual circumstances, it isn't 100% clear.
But yes, in most circumstances, hospitality staff will start seeing a pay cut from July 1st.
Assuming the Turnbull government accepts the Fairwork recommendations, which it has said it will, all staff on award pay will be affected from the 1st of June.
The pay cuts will continue for 3 years, lowering penalty pay for Sundays a bit more each year. I believe public holiday pay gets a bigger cut up front.
If you have a non-award enterprise bargaining agreement, you may or may not be affected, as some will likely express pay with reference to award rates, and some might base pay on actual dollar figures, I don't know.
It's a disgraceful decision giving a free kick to big retail/hospitality shareholders at the expense of some of the lowest income workers.
