I have recently had some management issues with my web hosting provider of almost 8 years. I currently pay about $2500 p/a to host about 100~ cPanel accounts. I have never had any issues with my host up until they were recently purchased by an overseas company and hired staff from India. I am very experienced in the industry but have become to the point I cannot afford to spend time on minor things, the old host was perfect at doing exactly this for me. It shouldn't take 3.5 hours of back and forth to modify some MX records and change an account in their DNS cluster to point else where but it does now..
All sites are PHP based with MySQL backends, all are custom written from the ground up and are very efficient. Because of this it is important to me and my clients that the sites are fast and have almost zero down time. The problem I have is that I have been with this company for so long I no longer keep tabs what companies are good or not.
As all the clients are on cPanel accounts it would be unwise to go to something else.

I am looking at probably a VPS or a shared server that isn't oversold.. if shared I'd need shell/whm access so I can transfer all the accounts myself. And most importantly, Australian based support.
Help would be greatly appreciated.
edit: Worth mentioning that these accounts only use a total of about 50GB disk and 300-500GB bandwidth per month.. very lightweight (and not illegal :P)
It looks like a poor DNS cluster setup. You should be able to change DNS MX record by yourself in WHM/Cpanel. DNS change can take a few hours to propagate though depending on dns resolver cache.
Your budget is plenty for a managed Cpanel vps enough to host 100+ websites.
Are you using hosting in Australia and require new hosting server to be in Australia as well?
