Just looking out for ideas on iOS App Development from a Windows laptop. What would be my options here? Can I get something started or should I wait and get a MacBook? Looking for any ideas.

Check out Xamarin. But you will still need Xcode for UI.
The best option IMHO is to take an older (not 'Old') PC and turn it into a Hackintosh, or an older laptop and turn it into a Hackbook.
It's really not that hard if you start with relatively compatible hardware.
You'll get much better performance than running your Dev env in a VM.
You can at least use this as a stop gap option until you save up for a 'real' Mac (if you decide it's still necessary)

Just my opinion, based on experience.
This might be of interest to you.
Visual Studio + Xamarin. This will give you the ability to to develop for IOS, Windows and Android.
You could run Mac OS X in a virtual machine inside VMware Workstation on Windows (this is not officially supported by Apple, but possible to get working with hacks)
You could then run Xcode (which is the only way to develop & compile code for iOS) inside your Mac VM on Windows
Really though I would save up for a Mac, just get a used Mac Mini or similar, as long as it can run the latest Mac OS Sierra it'll be OK to run Xcode on.
With a Mac Mini you can cheaply upgrade the RAM and hard disk as well, unlike the latest laptops and iMacs where this is difficult or impossible.
