Simple question, was the offer for one license or two? I have used one license and want to load another copy. I seem to remember it was two licenses. presumably for a PC and a laptop. The 2016 HUP is one license.

No, it needs to be activated with the MS servers. There is a limit.
I bought this a while ago and I seem to recall that I bought one licence for $15 and could install it on 3 PCs, which is what I have done, 1 desktop and 2 Lappies.
Same here, when I purchased Office HUP back in 2013, I received one product key that entitled me to install on up to 2 computers - even though it activated and worked when I installed on a 3rd computer.
That is what I remember as well, two licenses. Seems like they may be slack on checking for a third.

Used to be 2 licenses but a few years back (~3), they changed it to 1 license.
If you nown activate on multiple systems activation will fail on the others.
cant you just reuse the serial number over and over?
