I'm looking to get a new TV for my father in law and he only has HD source at the moment and can not see that changing for a long time.
My question is, is it worth me getting him a 4k TV or just get a better HD TV for the same value?

Just get what ever TV that will do the job in HD.
Probably no point spending extra money if you don't need to (either his or yours), on a "better" HD TV.
The practical in me says just get a cheapie.
The ozbargainer in me says this is as good a reason to buy those sub $1k 4k tv to fulfill my bargain lust.

look on ebay. I bought a 2 year old 40" panasonic Viera for $115 for my parents.
Get a 1080p set. Don't worry about 4K. They probably won't even be able to tell the difference.
Also, make sure you get a branded TV (Sony, LG, Samsung, Panasonic). If you cheap out and buy a POS and it breaks down then they're going to have a go at you for giving them garbage.

Personally, I'd only buy what they will USE. But you said "same value" so the obvious answer is 4K.
Assuming things are roughly the same price and all things are about the same TV-wise, it would make it the obvious choice, no?
But really this can only be a 'general' discussion without specifically comparing 2 (or more) TVs.
a friend of a friend recently said they spent a massive 4k for tv for outlaws. it was only 48'' Crazy. They thought they got some amazing deal though.
That means they met a good salesperson.

For inlaws you really need something reliable. A good quality HD tv is probably going to be smoother and easier to operate than a low quality 4K at similar price point. I have 2 TVs at home. Both LG, similar prices and 2-3 years between them, the Full HD TV is so much faster than the 4K and runs so much smoother, and it's the the older one!

4K not worth it. there is little or no 4K content. Just get a cheap LCD TV.
Yes, broadcast standards won't be moving to it anytime soon. UHD movies from the hollywood idiots are only trickling out…and are expensive.
I guess it depends on whether you create your own 4k content though. Or plan on getting the new Xbox later this year. Or the existing one. Or a 4k blu-ray player. Or view pictures on the screen from your photos. Or if you get a 4K video camera in the not-too-distant future. Only the OP's in-laws can decide that, I guess. And even then "they might not notice" the difference. So it's best answered by them & what they think.
