I am new to the RYZEN platform. If price is not a barrier would the RYZEN 7 series be a better purchase ? (in terms of performance)

It depends what you want to do with it
For gaming, you're unlikely to have much difference between the R5 and R7, because they both have similar clock speeds. And in gaming, single core clock speeds are more often what determine better performance.
However if you're doing video editing or 3D rendering, the R7 is hands down the better choice (ignoring price).
So from all that, if you want to do solely gaming and office stuff, I'd recommend going for Intel, the i7 7700k in particular.
If you're doing rendering and whatnot (with some gaming on the side), the R7 is perfect.
And if you're on a budget the R5

Actually, I am looking to a build a new system only for video editing. So playback/rendering are very important. I will be working with 4K files.

Check the price in checkout on amazon fr though, as it ends up cheaper than the list price due to VAT being removed.
Well for that, I'd definitely say the R7 is the right choice for you, probably paired with 32gb of ram (no less than 16gb).
It would probably also be worth it to try overclocking your new chip?

Actually the deal for the Ryzen 1700x is about at the same price still. About 450$ Aus $ delivered from amazon France. The original price was 429$ delivered but the Aus dollar weakened a little and the price went up a few euro but it's still a great price for it.

If I am not overclocking, which version would be better ? As mentioned before, I'll be using this for home video (4K) editing.

If you are NOT overclocking, I guess the 1700x for its higher base/boost clocks (assuming it's within your budget). BUT I would recommend the 1700 and overclocking if at all possible:
1) A basic overclock to say, 3.7-3.8Ghz to equalize with 1700x performance takes <5 minutes and should have 0 issues.
2) 1700 comes with a cooler, whereas you have to buy your own for the 1700x, further increasing the cost difference. TBH installing an aftermarket cooler would probably be harder than overclocking the 1700.

Are you willing to overclock? If so, you'll most likely easily be able to crank a Ryzen 5 to the same clock speed as a Ryzen 7. 8 cores versus 6 really won't make much difference, as others have said, unless you do something which truly uses multiple cores. Gaming doesn't really count.
Ryzen 5 and 7 are clocked almost identically already, and they overclock to the same level roughly…
I've ordered, Delivery is from May 20th to June. So about 1 months time for me to get my finances sorted.
What mobo are you getting? I'm not really convinced by any of the current offerings. Hoping this 1-2 months buffer gives Asus enough time to release some sensibly-priced Strix boards.
I'm planning the Asrock AB350 Gaming K4.
With this board, should be able to get the 3000-3200 MHz ram speed to maximize performance as well as still allow the 4k~ over clocks judging from others experiences.
I'd reconsider that particular board, at work we seem to be having a rather large amount of rma's for the ryzen compatable asrock motherboards. Most seem to be issues relating to bios though a couple have been hardware related.
Much safer to stick to the asus / msi at a stretch gigabyte offerings when it comes to new tech, I personally went with the asus prime pro x370 but people seem to be loving the msi Gaming pro carbon I'm yet to witness any issues arise from either of these two.

I would still be sticking with it. It's probably most to do with uninformed buyers complaining about not booting due to ram issues, flash wrong bios and the unstable bios's that asrock has been releasing (lol) etc.

I am still deciding if I should waste my money (my Phenom X6 does everything anyway!), and if I do I can just go to MSY.
You can probably wait another month or 2, a 20% ebay deal might bring it even lower, plus hopefully better mobos will be available by then.
