T&Cs state "open to all Australian residents", but I couldn't find any reference to it on the VIC/NSW/QLD sites, so perhaps check in-store if they have the scratch cards (and Taylor's wine). The T&Cs don't specify the participating stores, other than the following:

"Outlets participating in this Promotion are selected off-premise outlets located throughout Australia (Participating Outlets). Participating Outlets will display promotion materials. If in doubt, an entrant may ask staff at an outlet whether or not they are participating in the Promotion. Eligible purchases are for off-premise consumption only."

Major Prize
The Major Prize includes:

(a) return economy flights from the Major Prize winner’s nearest Australian state/territory capital city to France, valued at up to $1,000 RRP (including GST) per person; and

(b) 15-day ‘Wonders of Bordeaux and Rhône’ luxury river cruise including 14 nights’ accommodation (balcony suite cabin, twin-share at each establishment/on each cruise ship) – see http://www.aptouring.com.au/trips/europe/eubcr15w for details, valued at up to $28,190 RRP (including GST);

Entry Limit:
Eligible Entrants may collect one (1) Promotion Card for each Eligible Product purchased in a Qualifying Purchase, subject to a limit of six (6) Promotion Cards per person per day.

Eligible Entrants may submit a limit of six (6) entries per person per day, up to a limit of 30 entries in the Promotion

There will be 650 Participating Outlets included in the Promotion. There will be 300 Promotion Cards available in each Participating Outlet and 195,000 Promotion Cards available in total.

The total value of all prizes available to be won in the Promotion is $52,927.50 RRP (including GST).

Eligible Entrants may win a limit of two (2) Instant Prizes in the Promotion (excluding residents of South Australia) (Prize Limit).

Prize Draws:
There will be 255 computer generated random times (Winning Time) throughout the Promotion Period. The first valid Eligible Entry received on or after each Winning Time will, subject to the Prize Limit in paragraph 53, win an Instant Prize randomly selected from the Instant Prize pool in paragraph 26.

A major prize draw will be conducted at 12 noon AEST on 01/05/2017 from all Eligible Entries received during the Promotion Period (including Eligible Entries which have won an Instant Prize) (Major Prize Draw). The first Eligible Entrant with a valid Eligible Entry drawn in the Major Prize Draw will win a ‘Wonders of Bordeaux and Rhône’ luxury river cruise for the winner and one (1) nominated companion, valued at up to $30,190 (including GST) (Major Prize).
