Agree, Citibank ATMs are everywhere in Seoul and Busan. Maybe less in other cities but you'll find at least one or 2 Citi ATMs in any town.
Not exactly everywhere as in one every corner, and it helps tremendously to have the locator, otherwise you will be wandering around with no idea. There are a couple in Myeongdong, one in Shinsegae but well hidden in one basement exit, and one in the centre. The one supposedly near City Hall doesn't exist AFAIK. In Busan there is one near Seomyeon, but again you need the locator. None in the sticks.

According to Citibank website, there's only 1 ATM machine at Myeongdong which is near the Euljiro 1ga station :S
I think that's the one I couldn't find. Try the other two.
Don't quote me on this but you may need an account with Woori bank.
I went to a bus terminal with an exchange place that had decent rates. Just don't exchange at an airport.
If you're in Sydney wexchange had the best rates when I went at the end of last year.
oh…I thought Citibank rate is always better than money exchange? I'll have to keep an eye…

I didn't try withdrawing using my Citibank plus card so don't know which is best.

Bit late for OP but might be helpful for other travellers.
Citibank has free atm withdrawals at Lotte ATM's from 7-11
Might also be free at other Lotte ATM's but I haven't tried.
Look for the Citibank logo on the ATM. And the machine should also prompt you that Citibank withdrawals are free.

No.
Just go to the Citibank ATM's and save yourself the hassle of gambling with the Korean bank ATM's. There's plenty of Citibank ATM these days to go around, especially in touristy areas like Myeongdong or Hongdae.
