I was looking at Ovo. It needs a small amount of data just to run the phones basic functionality, I doubt they'll use the internet. And small calls. Their $9.90 a month looked ideal.

Yep agreed, I've loaded $15 on each of my parents phones and it's so far lasted them 5 months and there is still about $4 and $6 left.

Nope. Just low users as OP described
They don't surf Facebook or sites while out and about, just gps or whatsapp if needed.

Took 10 days to port my number to OVO, but this was not really an issue as everything works normally (on old provider) until the number is actually released, at which point I swapped the SIM immediately and as soon as it reconnected the phone displayed OVO and had my ported number.

We just decided to go with Woolworths mobile on the small plan, which I know is slightly more expensive than Ovo, but it also gives you about an hour more talk time per month and uses the Telstra network which we find to be the better network generally.
I had to abandon my OVO port from Vaya over New Year's since Vaya charges you for a full month even if you port out on the first day of the new cycle.
To be honest the Ovo customer support was, while friendly and responsive, not very good at understanding or resolving anything beyond routine questions. To tease me, my enemy Vaya seemed more professional when queried at the same time…though they used to be famous for their robotic responses as well.
I ported to OVO from Aldi, no problem porting or recharging for me.
Kogan 12months Prepaid for ~$10/month, and cut off the home phone.
Aldimobile as stated above. have connected many clients for peace of mind phone in case of emergency..
Virgin Mobile Simply plan does 3 months for $19 recharge with 100MB of data, calls, texts, etc.
If only needed for incomming calls and the odd short outgoing call … Amaysim As You Go plan.

Same applies with Aldi mobile but they use the Telstra wholesale network instead of Optus Aldi offer 365 day credit instead of 90 days
It is no the same, to be precise.
Aldi pay as you go requires a $15 up front payment.
Amaysim is no upfront payment apart for $2 for the sim.
Amaysim is billed monthly "post paid" but can be 3 monthly if your months total is under $10.
