you always see that in words or less comps. What is frustrating is when the promoters pick an entry that doesn't meet the terms and conditions. I once entered a comp that was 25 words or less. Promoter picked an entry with 50 or so words. I private messaged them and asked about it, so they picked another winner (also let the first winner keep the prize). They then picked a winner who entered after the closing time, so I messaged them again. Then they finally picked a valid winner (even though I thought the entry was rubbish). Problem is, once you alert them to the fact that entries don't comply, I reckon they will never pick you as you are seen as a whinger ha ha.
