I need to find accommodation for 2 adults in or close to Melbourne CBD or Albert Park areas for 23 to 27 March. Budget is about $100 a night.

Have a look at ibis Budget hotel. We stayed there on a saturday night recently for $100. But like Stewardo said, if you're gonna stay there whilst F1 is on, you're probably looking at least triple the usual price.
Might be worth staying just out of the CBD and just catch a train in
Melbourne has good public transport so look a little further out on either a train/tram line.

Disregard this now, fully booked out.
That sort of money even if the F1 wasn't on wouldn't get much.
What about backpacker hostels

For something basic your looking at more like 4nights $700
