I have got a decent deal on a second hand Honda Civic car and I'm about to close the deal with the Private seller. However when I checked the Rego paper, I found that it's a duplicate certificate and the seller didn't mention about it. In Rego, beneath payment details section, it's printed that "DUP REGISTRATION" for $22.
I did some research on it and assuming that he must have applied for Replace Rego option in nsw gov site. Link below:

My questions are,
* Can I trust this seller and go ahead with the deal?
* Should I pay him cash upfront or convince him for Bank transfer?
* By any chance he sold the car already?
* Should I get a written letter from with the Valid ID saying he sold the car to me?
Thoughts please.

Better to be safe than sorry - call or drop in to Services NSW and ask them! It sounds find and your assumptions are probably spot on, but a 15 min trip to Services NSW will answer for certain.
There is zero safety in either, you can't reverse either. I prefer Bank Cheque for these kind of transactions because I don't want to carry around a heap of cash. Bank Transfer isn't great because it means you'll transfer him the money before you get the car. You want it to be a direct swap - cash for car - to ensure neither of you cut and run.
Services NSW will be able to verify the rego certificate, just ask him for the VIN for verification.
Yes. Just write up a statement saying something like "MR X (License Number XXXXX) sold Car Model/Year with VIN XXXXX to MR Y (License Number XXXXX) for $XXXX.XX on 15//02/2017. The car was sold in as is condition with the understanding that there is no encumberance owing on the car and MR X is legally entitled to sell the car." Both sign the statement and leave a copy with both of you.
