I have a clause in my settlement contract that says "all fixtures and fittings are in good working order" and I didn't pick up on the faulty Venetian blinds and missing window frames during the pre inspection prior to settlement. Now it's been two weeks and I'm wondering if I have still have time to bring this issue up? And can the agent say "the blinds are how they were during inspection" even though they aren't in working condition as per the contract?

Builders are usually ok with giving you a couple of weeks of support while you settle in to your new home. Dont shy away from calling them to have these things fixed - the law is by your side!
Is it a newly built house (ie you have a building contract) that you just took possession of - or is it a new house to you?
Sounds like it is just a new house to the OP, not newly built.
If so, that is exactly what the pre-settlement inspection is for, so more than likely out of luck unless the previous owner (or agent) decides to fix it out of the goodness of their heart.
I'm pretty certain you have a 12 week warranty period. Faulty venetians would be under theses. Not sure about missing window frames or how that can happen? Have you called your builder to ask them?
