No consistent time that I've seen - sometimes just before lunch, other times late afternoon.
When I was hunting a specific device on the outlet I installed a Chrome plugin that notifies you when the webpage is changed. Very useful for getting in first to buy the best deals.

Seems pretty regular to me. Might go there and find nothing, then a few hours later there is heaps. But they sell very fast.
That said, not impressed with the prices. Given the release of the latest XPS 15 I don't think $1899 is good value for a refurbished XPS 15 i7 with 4k screen. At all. It should be about 1.5k. Hoping the price comes down soon.
