I'm new to Battle.net so the way I understand this might be incorrect and the following details can be taken with a grain of salt - they might be incorrect but it worked for me.

To get this price you need to make a new account and choose Argentina if you do not have an account you made before using Argentina. If you have an account you made using Argentina before you can set you region to America's and pay using ARS (yes ARS).

You can then pay using international credit card as payment method, no PayPal. Unfortunately you cannot gift this license to another account (although other countries such as Mexico may be able to).
