Also might b a dumb question but if the phone is network locked (optus) does that mean it still cant be ussed with any other service provider using the same network such as VAYA?

No, this model isn't dual sim. That question has been asked here before. If you want dual sim, there are some Chinese phones that offer that, but also not for $49. Looking at about $80 and up though they won't both be 4G and will have dual standby.
When a phone is locked it might be used with another service provider, but more likely than not, you can't. Some service providers use the same network and it will work but check first. I'm not using either Optus or Vaya so someone more knowledgeable could answer the second question.
