You used to be able this type of tape that would stick material together when heated I.e ironed. Fold the material as appropriately, insert "tape" and then iron.
Maybe available at spotlight or lincraft or eBay.
Edit : Hemming tape. Heaps on eBay for a couple of bucks. Got an iron?
What if you get it wrong? Is it reversible?
you'd have to stuff up pretty bad.
measure twice. iron the hem a few times to get it nice and perfectly straight.
insert hemming tape and iron.
probably reversible. you could always do little bits to make sure it was even (every 5 -10 cms). but if you pre-iron the hem (and spray some water on it to get a crisper/sharper edge then you can't go wrong.
maybe OP is trying to get something done other than a hem.
If you do not find an answer her, try calling mens wear providers in your area and ask who they use.
Its quiet common for a mens wear provider to sell you a pair of slacks inclusive of alterations to hem length.
There are couple in the underground tunnel of Wynyard station, you can go and ask.
