That's what I thought. Here's what I told the guy on eBay:
"Hi, removing VAT for international sales is perfectly legal within UK/European law.
Amazon UK do it for all international sales.
I'll have to find another eBay seller who will do it for me."Response:
"As mentioned, VAT will be refunded once the item has been delivered."
Hence why I am posting this topic

Does the seller ship direct to you or to parcel forwarder?

The UK seller may not be VAT registered, the threshold is higher than Australia. 85,000 pounds turnover if I remember correctly. If the seller does not turnover this amount, he may not be VAT registered and so not charge VAT.
The UK company should have sold it to you at the VAT free price. Unless you shipped it to a UK address.
