How to Get a Person's Phone Number from a Car Registration No

Hey there, need some advice. I am a new ozbargainer.
Yesterday I had parked my car in a car park. When I was reversing out of the spot, I accidentally scratched the car next to mine. I realised I had to leave my details on that persons car, but couldn't find a working pen.Upon retrieving them from a shop nearby, I wrote a note with my phone number, however the scratched car had left by the time we had got back, only 5 minutes after the incident took place. If i have got his/her car rego number, how is it possible to contact this person??

Police station is the standard way, registering an accident.
