For receiving calls ALDI payg is very good value, $5 for 365 days. 12c per min for outgoing calls and 12c for an SMS. ALDI usesTelstra so coverage is good.
Amaysims payg is the cheapest and best for that. Use cashrewards and it ends up being $1 for $5 credit.
If you want to stay with Vodafone their new prepaid 365 day service is called Pay As You Go Plus. Recharge as little as $10. Much better rates than the old plans, and you can use data (PAYG of course).

Aldi is the best deal. $5 will last you for 1 full year.
Yes Amaysim as you go plan will surely be the cheapest. No cumbersome credit or expiry dates.
Just pick up a $2 sim from the supermarket and register it as an 'as you go' plan. And if she doesn't make calls or send texts then she will never pay another cent.

Optus is $10 for 186 days which is similar to 6 months http://www.optus.com.au/shop/mobile/prepaid/plans#long-expir… though it does say (available on recharges until 02/04/17) <$60 gives you 365 days>
