Hello OzBargain fam. Long time lurker, first time poster. Here's something that I've been using for a while now.
Spotify Premium in the Philippines has a different pricing (above is the conversion rate provided by Google as of 30/11/2016). In order to be able to subscribe, there are two/three things that you'll need to do:
- 1: You have to create a Philippine Spotify account having local residential address via a VPN.
- 2: For the payment method, create a new Paypal account with a PH address and link your card/bank details there there. (I forgot if you'll need a VPN for this one.)
- 3: (Optional) If you're getting a family subscription, every account to be linked should be a PH Spotify account as well.
RIP my English. I'm not sure if it's still working, but I've just been charged another 5.47 AUD for my family subscription two days ago. Here are two screenshots for proof:

One catch with this trick is that on the browse tab, you'll see a bunch of Filipino curated Spotify playlists featured up top. Everything else is just like having Premium.

been using this for more than a year now. there's a free vpn for mac that I use to add an account (im using family ph account). app is called vypr(?) and there's a Ph server.
