You could try ask the company to print another receipt with the new date.
You could also try just submitting a receipt with the 21st and seeing if they accept it.

I bought my Gigabyte GTX 1070 G1 Gaming card during the Gears of War 4 period, sent in everything to redeem the game code, but was "out of stock" somehow? They said they'd email me once they are back in stock but this was 4 weeks ago..

The list is right there on the page. Doesn't look like the ITX one is there though.

FWIW, I was able to claim the GOW4 code by modifying the date on my receipt. I'd bought my card a week before the promotion started and having been burned by this before, was a little sick of missing out for no tangible reason. Give it a go imho.
If you consider it, a few days difference is seriously inconsequential. The fact of the matter is you've bought the card and you're a paying customer.

This code is offered from Nvidia itself and not from card manufacture so most likely all cards are covered, BUT i applied for the code on evga website yesterday and it was refused. Evga claim its only available "For residents of the United States or Canada only.". So this code is not available in Australia.
EDIT: Evga is shit! I will email there customer service and see how it goes. looking at geforce website i have found this T&C: "Offer valid worldwide, excluding China."
