Pretty hard to get in to, especially if you want paid work. Local businesses tend to just use employees' kids or kids that are friends/family of employees. Whenever my work needs kids for a commercial or catalogue, an email goes out company wide and we get more than enough volunteers.

Larger companies (e.g. Myer, DJ) will go through talent agencies to get models for their catalogues. This is the difficult part as it's not easy to be recruited by a talent agency, they only take a handful of models at each age bracket (no more than 20-30 comprising of different hair/eye colours and builds).
No harm in applying though to several talent agencies and see what reception you'll get, you'll need to submit some photos with your application and there's usually an interview process (which can be skipped if your child is 'naturally talented'). Successful applicants will then get on to the agency's database but that doesn't guarantee work - it's up to the catalogue casting agents to decide if your child is the right fit for what they're looking for.
Good luck, if you are successful you'll also need to apply for a tax file number and bank account for your child.

Be careful of the agencies that insist on a photo shoot as part of the application process. They'll charge you $500+ for the shoot which doesn't guarantee any work…
