I know gambling sites treat your credit card as a cash advance (and not a regular purchase).

would buying scratchies incur a fee too do you think? I only experienced it with lotto tickets.

You must be new there.
PayPal do this (without notice to the buyer or seller) if the seller tells them they sell gift cards or PayPal add gift card sales to their profile. If your the seller you can edit it in your account to remove the category from your profile to avoid your buyers credit card company billing then for a cash advance.

I've bought a Bunnings gift card before and didn't notice a fee. Might need to keep an eye out on future. What store did you get charged at?
I think they're looking for someone who has experienced this (based on their comments).. although the wording in the OP suggests they themselves experienced it.
