No you don't. You can pay via many methods, even paypal.
If you want to get the uncensored version, which I suggest you do, you'll need either MasterCard or visa because that doesn't crosscheck your location apparently. You'll also need to use a US proxy. Then go to the l4d2 page and add ?cc=us on the back. When checking out, put the country as US and I think you also have to put an American address.
Alternatively you can get an American friend to gift it to you which is the easiest way.
mastercard does crosscheck. i am a yank living in oz. it says i cant use my card from this location, I have to use my house vpn to get it to work
That's what I said. You'll need a proxy so that the system thinks you are from the US and lets you continue to the checkout. When you are entering your CC details, say you are from America. It would probably be easy for you since you've actually been there.

I got this myself from the UK steam back when it was realeased. Here is what i worked out (i helped alot of others get copies as well)
It isnt as simple as saying mastercard or visa will check address. IT appears to be bank related. My Westpac mastercard worked fine for this process, other people had issues with other banks mastercards.
You cant use paypal.
You only need to change your country in steam not your address. You just change the country and and tick the "i am currently in this country" box.
You dont need a overseas proxy. Works fine without it.
Here are the instructions i was giving people at launch to get the proper version:
Put this link in your browser NOT STEAM. http://store.steampowered.com/?cc=uk
Find your game.
Set your country to UK (leave the rest of your address ect). Tick the box to say you are in the UK.
Finish transaction. You will need to use CC as Paypal will not let you make purchases while you are in another country.
Job Done.
Should take about 1 min.
Note depending on your bank/account you may be chaged a fee for a forign currency purchase. Shouldnt be much but i was charged a few$

Is there anyway to change the regional settings if you've already purchased it? I bought my copy a while back without realising that it was the low violence version. If it was possible I would repurchase it using the region tip
I'm afraid you're stuck with it. As far as I know, you'd need a new Steam account to tie the new version of the game to.

You can always get the censored version and take about 5 mins to uncensor it.
There are numerous 'how-to' vids on the internet including YouTube.
Screws up the whole game though. Not sure as to exactly which features will be disabled but I know that at the very least achievements will be. Better to just get the uncensored version.
Tried to do what Leonheart suggested but it isn't possible for me as my billing address has to match and it just declines my Mastercard. I guess I'll just go the censored version. If anyone wants to do a bulk purchase let me know. Thanks
All you need is a proxy (hotspotshield) and then when entering your CC details, leave everything normal except the postcode and country. All other details have to match, since they don't cross check country apparently.
Yeah, it should work. Many people have bought games this way, feel free to read OCAU/PCPP forums for more information.
And I second hotspotshield, I use it too. Looks dodgy but they haven't stolen anything yet.
Try this:
using a proxy open a Paypal account in the US
then using an Australian paypal account, gift the amount of money needed to pay for the game, using your credit card as a funding source, see if that worksNo, IIRC, your paypal needs to have a bank account linked to it.
I think I've tried this method too.IIRC, you only need a bank account to verify it, I think you can still send funds and receive funds fine if you have an unverified bank account, but you won't be able to charge up the paypal account directly with your own money (use your real paypal acc to gift the money).
I have a second paypal account that I can send money from without a verified account.. Are you sure?
Dont change your address, just change the country and tick the "i am currently in this country" box. If you CC is checking address you it should work. Some check country in which case it will not work. You would need to try a card from a different bank in that case.
There are several prepaid visa card suppliers around for shopping online. You buy credit via your paypal and they give you a virtual credit card number to shop online with.

I tried getting the US version by putting a fake US address with my aussie VISA card and now my steam account has been flagged with a fraudulent credit card. Just warning people about that method.

You dont need to change the address, just the country. As you would if you were say on a trip to the UK, you go to the UK steam in internet explorer, buy the game, click i am currently in this country (after selecting UK). Your adress still stays the same.
I tried that and got to the Payment part but now it says it's declined. I have enough funds. Maybe what I did before has upset my credit card company? sigh I guess I'm gonna have to call them tomorrow…
Where is the $10.20? Every page I look at (via Steam and a browser) is 33% off = $20.09 USD.

If you read the rest of the posts you would see poeple were looking to buy it from the uk or USA steam stores and hence not buy the low violence version.

@MementoMori: can confirm that I bought this deal through the UK steam store after changing my VPN to a UK one, paid with my cc after changing my country, address, post code and number into that of a UK one (google maps ftw).
Downloaded the game and it is indeed the full gore version. =)

Some peoples credit cards will check country and it will not work. For the rest that dont you should be able to follow what i put up the top to get the proper version.

the impression i got from the posts when the deal was still on was that people were trying to use proxy and whatnot…but nobody had reported success…so i thought it didn't work.
